It is a losing battle. Cities make this requirement so that any damage caused to the hangar or to other planes will be covered and they will not be stuck for damages caused by any mishap with your property. It is unlikely you can find another hangar elsewhere without the same requirement. Since it is a hangar requirement you do not need coverage when in motion, only while hangared, and the expense is minimal.
