I think that drawing is pretty much to scale. You can use the AN6-72 bolt (from base the head to the end of the bolt 7.328") as a guide for the scaling factor. This should get you very close.
Do yourself a favor and make the interior firewall back up plate out of steel instead of the aluminum called for in the plans.
