Check to see if the screen is in place. If it is,the 1/4" steel insert that holds the drain valve might have been tapped and threaded after the fact, leaving metal shaving inside.

Chris makes a good point as does Brian.
There is a simple test. Drain the fuel seal the the openings apart from two put a kids balloon over one and use the other to apply about 1 1/2 Sq"

have glassed it over. That's because we had a flood of Avgas into the
cockpit at 6000' because the seal was not 100% - very

Header Tank Fuel Leak
Mitch,
You might consider installing a flush fuel cap in the top of your header.
That saves a lot of time pumping fuel up to your header while you're
re-fueling from an almost empty tank.

I cut the top of my header tank out before I ever flew it. I figured
out where to cut and made a rectangle large enough to work through. I
made the cutout with a bevel, so I could re-install it
