Also MAKE SURE you have not bottomed the threads. I know you probably already know this, but it happens. When you are finished torquing everything down you should have 2-4 threads left exposed

You should add the drag to 20 ft/lbs.  3 ft/lbs drag....tighten to 23 ft/ lbs, simple math.  I think maybe you could have cross threaded the bolt because the locknuts that I've used are around 3 - 4
