No. The axle should probably be 0.003 - 0.005" less than the ID of the bearing. You can easily look up the specs for the bearing, the PN is probably right on it, I don't have it here at home. It

Those bearings are really common. You can get them make McMaster-Carr or Fastenal. Whoever made that pusher tube should have cut the diameter down. You could have it 0.030" less than the axle
